April 23, 1998: Governor signs legislation limiting inmate and prisoner law suits.
April 22, 1998: Governor signs legislation increasing penalty for simple possession of marijuana from a simple misdemeanor (six months in jail) to an aggravated misdemeanor (two years in prison), making metabolites of marijuana a controlled substance for the purpose of obtaining a conviction for driving under the influence of marijuana, and allowing urine testing of motorists upon "reasonable suspicion" that the motorist is operating under the influence of marijuana (including metabolites).
April 16, 1998: Random drug testing law goes into effect.
